Because it fails at the handshake stage, the two possible culprits are the service being unavailable and something on your side refusing the connection. Those need opposite responses, which is why the test below matters more than the fix list.
Check the live status above, and Activision's own online-services page with Black Ops 7 and Warzone selected. If it is not green, wait. If it is green, sign in from a different network — a phone hotspot is enough. If the error disappears on the hotspot, the problem is your router, NAT or ISP. If it follows you, it is Activision's side regardless of what the indicator says.
