The console's connection test failed at name resolution or reachability. Usually the saved network profile carries a manual DNS entry that no longer answers, or the router hands out a DNS server the Switch cannot use, or the console associates with Wi-Fi but cannot reach Nintendo's connectivity-check endpoint.
It also turns up with MTU problems and on routers that force secure DNS.
If your phone on the same Wi-Fi has working internet but the Switch test fails, it is the console's network profile. If nothing on the network works, it is your ISP. Nintendo Switch Online outages produce different codes entirely — 2618-xxxx for communication faults and 2124-xxxx — so this one is never the sign of a Nintendo outage.

Start with: Set DNS back to Automatic. System Settings, Internet, Internet Settings, pick your network, Change Settings, DNS Settings, Automatic. Nintendo points at this first and it is most often the cause.
