Sony attributes this one to server congestion, and the on-screen message says so too. That is a meaningfully different thing from an outage: the service is up and oversubscribed.
It clusters at predictable times — big releases, evening peaks in a region, the hours after a popular game goes live.
The correct code ends in -5. We checked: NP-103047-2, which circulates on a number of sites, returns a genuine 404 in both of Sony's indexes. It is not a code.
If the live status above is clean and you are trying at a peak hour, congestion is the likely answer and Sony agrees. The useful signal is whether it clears within the hour, which congestion usually does and an outage usually does not.
