Rockstar describes this as a communication failure between their services and the IP address your console is connecting from. It is their main documented console connection code.
It matters for GTA 6 because it is the one console-side connection code Rockstar has written up properly, including for Xbox Series X and S. Most of their other connection documentation is PC launcher material that cannot apply to a console release.
Change the DNS servers on the console. If that resolves it, the fault was in how your network resolves Rockstar's addresses. If it persists on a phone hotspot too, it is Rockstar's side.
Operator documentation: support.rockstargames.com. Worth knowing about this source. Rockstar publishes no index of error codes at all — we checked their support home, their search, which returns a 404, and their own Error Code category filter, which returns nine articles of which one is actually about an error code. Their pages exist but are findable only through outside search. They are the third major operator we have found doing this, after Sony and Twitch. Rockstar documents this per platform, with separate articles for Xbox Series, Xbox One and PS4. The menu paths differ between console generations, so advice written for a PS4 will not match a PS5.

Start with: Power the router off for about ten minutes. Rockstar's own first step, and they specify the duration.
