Before downloading anything, the client fetches configuration data describing the application. This error means it did not get it, or the cached copy it has is unusable.
That cache lives locally, which is why this is one of the few update errors where clearing a cache is the primary fix rather than a ritual.
Try updating a different game. If every game fails the same way, it is either Steam's side or your local cache — clear the cache first, since it is free. If only one game fails, its configuration is the problem, which often follows a change to its build or branch.
Operator documentation: help.steampowered.com. Valve does not document this error specifically. Their only relevant article covers update and installation issues generally, and says: the error results when Steam is not able to complete the installation, and the specific reason will be shown in the parenthesis at the end of the error message. They confirm the format and never explain the reasons. So anyone quoting an official Valve definition for the text in those brackets is quoting something that does not exist.
