This is not a Steam platform code. It comes from the Chromium browser embedded in the Steam client, with the sign inverted: Steam's -101 is Chromium's ERR_CONNECTION_RESET.
Chromium's description: a connection was reset, corresponding to a TCP reset. Something actively tore the connection down rather than simply failing to answer.
Which means the rest of Steam is very likely working. Your library opens, your games launch, and a part of the client that happens to be a web browser cannot load a page.
Try a different network — a phone hotspot. If it works there, something between you and Steam is resetting connections: your router, your provider, or traffic inspection on the path. If it fails there too, look at local security software.
