This one genuinely goes both ways, so the first job is telling which you are looking at.
This is not a Steam platform code. It comes from the Chromium browser embedded in the Steam client, with the sign inverted: Steam's -324 is Chromium's ERR_EMPTY_RESPONSE.
Chromium's description: the server closed the connection without sending any data. Of all the numbered codes in the Steam client, this is the one most likely to actually be Valve's side — something answered and then said nothing.
Which means the rest of Steam is very likely working. Your library opens, your games launch, and a part of the client that happens to be a web browser cannot load a page.
Check the live status above and try the Steam website in a normal browser. If the site is also struggling and others report the same, it is Valve. If only you see it, suspect a security product performing TLS inspection between you and Steam.
