Riot's Vanguard kernel driver refuses to start on Windows 11 unless the machine reports a TPM 2.0 device and UEFI Secure Boot is enabled. On Windows 10 the requirement is not enforced.
The check fails when TPM is switched off in firmware — it is called PTT on Intel boards and fTPM or PSP on AMD — or when the machine boots in Legacy/CSM mode from an MBR disk, which makes Secure Boot impossible until the disk is converted. Virtual machines fail for the same reason.

Start with: Run tpm.msc. If it says a compatible TPM cannot be found, the chip is switched off in firmware rather than absent. Almost every modern board has one.
