Microsoft's explanation: this may mean that your console needs a system refresh to update your console so you can launch and play your game. Their article also lists 0x80048051 alongside it.
It shows up on digital purchases specifically, which is the first clue — a disc copy of the same game launching normally points at the licence rather than the game.
If a disc version of the same game runs, the installation is fine and the digital licence is the problem. If nothing digital launches at all, check the live status above first.
Operator documentation: support.xbox.com. A note on sourcing. Microsoft's support site is a single-page application: any invented URL of the form error-code-anything returns HTTP 200 with an empty shell. So a link that looks like it works may lead nowhere, and the 0x prefix is genuinely inconsistent between articles. The URL above is the one that actually resolves for this code. Requires the 0x prefix. One caution: Microsoft's own article for this code contains a corrupted step where two sentences have been spliced together in their content system. We have reproduced the procedure rather than the typo.

Start with: Do Microsoft's system refresh, which is not a restart. Profile & system, Settings, Network settings, Advanced settings, Alternate Mac address, then Clear. While the console reboots, restart your router. That sequence is their procedure and the router timing is part of it.
